            ~ Salanda Esports Act of 2024 ~

~ Preamble and Definition of this Act of Tepoelan ~

The Salanda Esports Act of 2024 shall create a definition for esports in Salanda and shall create a Salanda National Esports Team to compete in in international Esports competition and Salanda Esports Federation to regulate esports in Salanda.

Note that this preamble/definition are legally not part of the Act of Tepoelan itself (except the title of this Act of Tepoelan the Salanda Esports Act of 2024 is the legal name of this Act of Tepoelan under the law of Salanda) but are there to explain and summarize it, the sections as denoted as ~ Section {Number} - {Title of Section} ~ and [Clause {Number}] are there to help locate specific information about this Act of Tepoelan but do not contribute any information themselves and are included as part of this Act of Tepoelan and law of Salanda as denoters to help locate specific information.

~ Section One - Legal Definition of Esports in Salanda ~

[Clause One] Esports shall legally be defined in the law of Salanda as a game and not a sport similar to how chess is a game and not a sport.

~ Section Two - Salanda Esports Federation ~

[Clause One] The Salanda Esports Federation shall be created under this Act of Tepoelan and shall regulate the rules and games played as esports in Salanda.  The Salanda Esports Federation shall be placed under the control of the Department of Arts and Culture of Salanda. 

[Clause Two] Salandarian citizens may apply and register themselves with the Salanda Esports Federation, the Government of Salanda shall make appropriate actions to enable a registration and application which shall be reviewed fairly and with equality as mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda), the Government of Salanda shall make appropriate actions to set up this registration and application system for Salandarian citizens.

~ Section Three - Salanda National Esports Team ~

[Clause One] A national esports team of Salanda shall be created under this Act of Tepoelan called the Salanda National Esports Team which shall be placed under control of the Salanda Esports Federation which is under control of the Department of Arts and Culture of Salanda. 

[Clause Two] The Salanda National Esports Team shall be decentralized, though it will be under control of the Salanda Esports Federation and which is under the control of the Department of Arts and Culture of Salanda it shall not have a singular national team strategy regarding the playing of Esports due to the variety of the game and the strategies of players though players can devise strategies with one another though these strategies aren’t binding on the Salanda National Esports Team. The Salanda Esports Federation can also devise national strategies for the Salanda National Esports Team but they shall not be binding on the Salanda National Esports Team, this regards the playing of esports.

[Clause Three] Any Salandarian citizen can join the Salanda National Esports Team provided that the Department of Arts and Culture of Salanda approves their application which shall be reviewed fairly and with equality as mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda), the Government of Salanda shall set up a system to facilitate application and the registering of Salandarian citizens to the Salanda National Esports Team.

~ Section Four  - Requirements for Registration and Application for the Salanda Esports Federation and the Salanda National Esports Team ~

[Clause One] Only Salandarian Citizens can apply and register for the Salanda Esports Federation and the Salanda National Esports Team which shall be reviewed fairly and equally as mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda).

[Clause Two] Non-Salandarian citizens have to apply to get Salandarian citizenship first which shall be reviewed fairly and equally as mandated the Constitution of Salanda (Basic Foundation Laws of Salanda), and then apply and register with the Salanda Esports Federation and/or the Salanda National Esports Team of which these applications shall be fairly and equally reviewed as mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda).

~ Section Five - Applications to work in the Departments of Arts and Culture and the Salanda Esports Federation and the Salanda National Esports Team ~

[Clause One] Only Salandarian Citizens can apply to work for the Department of Arts and Culture and/or the Salanda Esports Federation and/or the Salanda National Esports Team which shall be reviewed fairly and equally as mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda).

[Clause Two] Non-Salandarian citizens have to apply to get Salandarian citizenship first which shall be reviewed fairly and equally as mandated the Constitution of Salanda (Basic Foundation Laws of Salanda), and then apply to work with the Department of Arts and Culture of Salanda and/or Salanda Esports Federation and/or the Salanda National Esports Team of which these applications shall be fairly and equally reviewed as mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda.

[Clause Three] The Government of Salanda shall set up a system to accommodate work applications of the Department of Arts and Culture and/or the Salanda Esports Federation and/or the Salanda National Esports Team which shall be reviewed fairly and equally as mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda). 

~ Section Six - Budget of the Salanda Esports Federation and the Salanda National Esports Team ~

[Clause One] The Budget for the Salanda Esports Federation and the Salanda National Esports Team shall be placed under the Budget of the Department of Arts and Culture of Salanda which is included in the Annual Budget of (the Kingdom of) Salanda which is annually passed by the Chamber of Provincial Emissary of the Tepoelan and the Chancellor of the Exchequer of Salanda shall decide on the allocation of funds in how much capital the Salanda Esports Federation and the Salanda National Esports Team get within the Department of Arts and Culture of Salanda’s portion of the Annual Budget of (the Kingdom of) Salanda.

~ Section Seven - Responsibility and Accountability of the enforcement of this Act of Tepoelan ~

[Clause One] The Government of Salanda shall legally be responsible and accountable for enforcing this Act of Tepoelan.

       ~ Section Eight  - Entry of this Act of Tepoelan into Law of Salanda ~

[Clause One] This Act of Tepoelan shall become effective as a law of Salanda upon the signing of this Act of Tepoelan after being passed by the Chamber of Provincial Emissary of the Tepoelan and as such this Act of Tepoelan shall become enforceable as a law of Salanda upon the Royal Seal of Salanda being placed upon this Act of Tepoelan.

  ~ Section Nine  - Status of this Act of Tepoelan as part of the Law of Salanda ~

[Clause One] This Act of Tepoelan cannot be repealed or amended by an Executive Order of Salanda and as such can only be repealed or amended by another Act of Tepoelan or by an Amendment to the Constitution of Salanda also known as the Basic Foundation Laws (of Salanda).
