                          ~ Act of Tepoelan ~

         ~ Salanda Decentralisation Act of 2024 ~ 

         ~ Background of this Act of Tepoelan ~

For the following years since Salandarian independence, nearly all governmental institutions controlled by the Government of Salanda and all critical infrastructure have been concentrated in the capital of Salanda and crown territory of Salanda, Suveste and kept in the central part of Suveste.

           ~ Preamble of this Act of Tepoelan ~

This Act of Tepoelan shall be an Act of Tepoelan that provides for the relaxation of the centralisation of governmental institutions controlled by the Government of Salanda and critical infrastructure to allow them to be decentralised and relocated to other provinces and territories of Salanda (however the seat of the Tepoelan shall still remain in Suveste as that is mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda) and not including protectorates of Salanda).

~ Section One - Abolishing of Centralisation Policies ~

All centralisation policies regarding the centralisation of Government of Salanda institutions and critical infrastructure with the exception of those mandated to be in Suveste by the Constitution of Salanda (Basic Foundation Laws of Salanda) shall be abolished.

~ Section Two - Decentralisation of Government of Salanda Institutions and Infrastructure ~

The Government of Salanda therefore shall under this Act of Tepoelan commit to decentralising any Government of Salanda institutions and works on infrastructure not mandated to be in Suveste by the Constitution of Salanda (Basic Foundation Laws of Salanda) that it wants to, this Act of Tepoelan provides for Executive Orders of Salanda to be made under this Act of Tepoelan in order to make the necessary moves of any specific said Government of Salanda institutions (not mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda to be in Suveste) and/or any infrastructure works.

~ Section Three - Regarding Protectorates of Salanda ~

While protectorates do belong to Salanda - they are not a part of it and as such cannot be fully integrated into its political system and full infrastructure system as such this Act of Tepoelan will still forbid the moving of any Government of Salanda institutions and any infrastructure works and projects from Suveste as long as they are a protectorate of Salanda though they have the ability under the Constitution of Salanda (Basic Foundation Laws of Salanda) to become a province or territory of Salanda and can thus be receive the benefits of decentralisation under this Act of Tepoelan.

~ Section Four - Fair distribution of Government of Salanda Institutions and critical Infrastructure ~

The Government of Salanda is legally bound by this Act of Tepoelan to distribute Government of Salanda Institutions (that are not mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda) to be in Suveste) and critical Infrastructure that it wants to fairly and not unevenly like relative to population for example and other uses of data and analytics to help achieve this fairness and balance.

      ~ Section Five - Accountability of this Act of Tepoelan ~

The Government of Salanda shall be legally responsible and accountable for the enforcement of this Act of Tepoelan.

~ Section Six  - Entry of this Act of Tepoelan into Law of Salanda ~

This Act of Tepoelan shall become effective as a law of Salanda upon the signing of this Act of Tepoelan after being passed by the Chamber of Provincial Emissary of the Tepoelan and as such this Act of Tepoelan shall become enforceable as a law of Salanda upon the Royal Seal of Salanda being placed upon this Act of Tepoelan.

  ~ Section Seven   - Status of this Act of Tepoelan as part of the Law of Salanda ~

This Act of Tepoelan cannot be repealed or amended by an Executive Order of Salanda and as such can only be repealed or amended by another Act of Tepoelan or by an Amendment to the Constitution of Salanda also known as the Basic Foundation Laws (of Salanda).
