~ Salanda 2024-2025 Budget Act of 2024 ~
~ Preamble and Definition of this Act of Tepoelan ~
The preamble and definition of this Act the Salanda 2024-2025 Budget Act of 2024 shall be: An Act of Tepoelan to make provision for a set budget for Salanda in line with the Constitution of Salanda (Basic Foundation Laws of Salanda), for the rest of 2024 following from and on from including this day, the day of this Act of Tepoelan’s sealing into law, the 11 July 2024 to the 22 June 2025, the day of Salanda’s independence at 23:59 pm.
Note that this preamble/definition are legally not part of the Act of Tepoelan itself (except the title of this Act of Tepoelan the Salanda 2024-2025 Budget Act of 2024 is the legal name of this Act of Tepoelan under the law of Salanda) but are there to explain and summarize it, the sections as denoted as ~ Section {Number} - {Title of Section} ~ and [Clause {Number}] are there to help locate specific information about this Act of Tepoelan but do not contribute any information themselves and are included as part of this Act of Tepoelan and law of Salanda as denoters to help locate specific information.
~ Section One - Division of the Salanda 2024-2025 Budget ~
[Clause One] The division of the Salanda 2024-2025 Budget shall be as such listed in the following bulleted lines below:
- [Clause Two] 39% of this budget shall remain for the economy of Salanda being used to inject money into the Salandarian mixed market economy to any registered Salandarian firms and any Government of Salanda agencies which are registered under the Salandarian firm register.
- [Clause Three] Education shall be given a 11% portion of this budget.
- [Clause Four] Healthcare shall be given a 14% portion of this budget.
- [Clause Five] Defence shall be given a 20% portion of this budget.
- [Clause Six] Arts and Sports shall be given a 8% portion of this budget.
- [Clause Seven] 8% of this budget shall be used for other purposes that the Government of Salanda deems necessary.
[Clause Eight] The above bulleted lines as such in this section of this Act of Tepoelan shall now be as such the divisions of this budget.
~ Section Two - Coming into effect and span of the Salanda 2024-2025 Budget ~
[Clause One] This Budget shall come into effect upon being sealed into law and shall be sealed into law on the 11 July 2024, the day of its sealing into law of Salanda, it shall last until the 22 June 2025 at 23:59 pm on the 22 June 2025 at which point it shall be succeeded by another budget to be passed by the Chamber of Provincial Emissary of the Tepoelan.
~ Section Three - Enforcement of this Act of Tepoelan ~
[Clause One] Whereby it is declared that upon this Act of Tepoelan becoming law of Salanda that the Government of Salanda shall be held solely responsible and accountable for the enforcement of this Act of Tepoelan and how it is enforced according to this Act of Tepoelan’s sections.
[Clause Two] The Government of Salanda shall set up an auditing committee within the Treasury of Salanda which shall be transparent with the public and under the Chancellor of the Exchequer’s authority to be responsible for the reviewing and implementation of the budget allocations.
[Clause Three] The Government of Salanda shall release public reports of budget expenditure and progress which shall be published on Salanda’s online institutions for citizens to see.
[Clause Four] The Government of Salanda shall fulfill the previous clause by establishing a provision via an Executive Order of Salanda to set an annual timeframe for the publishing of these reports.
[Clause Five] Citizens of Salanda shall be able to respond and give feedback on Salanda’s institutions including Salanda’s online institutions to these reports.
~ Section Four - Entry of this Act of Tepoelan into Law of Salanda ~
[Clause One] This Act of Tepoelan shall become effective as a law of Salanda upon the signing of this Act of Tepoelan after being passed by the Chamber of Provincial Emissary of the Tepoelan and as such this Act of Tepoelan shall become enforceable as a law of Salanda upon the Royal Seal of Salanda being placed on this Act of Tepoelan.
~ Section Five - Allocating Budgetary Money/Budgetary Capital via policy for connected purposes aforementioned in above sections of this Act of Tepoelan ~
[Clause One] When allocating budgetary money/capital for connected purposes aforementioned in the above sections of this Act of Tepoelan as using this budgetary money/budgetary capital for unconnected purposes is forbidden under any circumstances under the Constitution of Salanda (Basic Foundation Laws of Salanda), the Government of Salanda when allocating the budgetary money/budgetary capital can provide written statements (this is not required for the rest of this budget unlike the remaining 8% of this budget as below in the next paragraph) which shall count as policy explaining what is being allocated to where however it shall not use [an] Executive Order/s of Salanda to allocate budgetary money/budgetary capital through via [an] Executive Order/s of Salanda as it is forbidden under any circumstances under the Constitution of Salanda (Basic Foundation Laws of Salanda).
[Clause Two] When allocating the remaining 8% of this budget to whatever the Government of Salanda deems necessary the Government of Salanda shall be required to write written statements of policy explaining what this budgetary money/budgetary capital is going to and as such is being used for however it is forbidden under any circumstances for the Government of Salanda to use [an] Executive Order/s of Salanda to allocate budgetary money/budgetary capital through [an] Executive Order/s of Salanda as it is forbidden under any circumstances under the Constitution of Salanda (Basic Foundation Laws of Salanda).
[Clause Three] Any errors in this section and in this Act of Tepoelan if found shall be corrected by the Government of Salanda through [a] written statement/s of policy but the Government of Salanda may not under any circumstances use [an] Executive Order/s of Salanda as it is forbidden under any circumstances under the Constitution of Salanda (Basic Foundation Laws of Salanda) to use [an] Executive Order/s of Salanda under any circumstances for the means finance regarding the budgetary purposes mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda).
[Clause Four] All references to the Constitution of Salanda (Basic Foundation Laws of Salanda) through via this Act of Tepoelan are legally binding under Salandarian law and apply as such unto this Act of Tepoelan, the references in this section made to the Constitution of Salanda (Basic Foundation Laws of Salanda) are to, Amendment Sixteen of the Constitution of Salanda (Basic Foundation Laws of Salanda) - Article One - Limits of Executive Orders of Salanda on finance.
~ Section Six - Observation and Evaluation ~
[Clause One] The Treasury of Salanda under the authority of the Chancellor of the Exchequer of Salanda shall observe and evaluate the impact and effectiveness of the budget allocations across all of the different sectors.
[Clause Two] The Treasury of Salanda under the authority of the Chancellor of the Exchequer of Salanda shall be required under this Act of Tepoelan to make annual reviews of each sector’s performance with adjustments made as such to future budgets of Salanda based on these evaluations to ensure constant enchantment of each budget and to ensure that they are in line with the priorities of Salanda.
~ Section Seven - Sustainability ~
[Clause One] In line with the Constitution of Salanda (Basic Foundation Laws of Salanda), Amendment Two, Article Twenty - The Kingdom of Salanda’s Executive Order on the Environment, sustainable development goals as set out by the United Nations (UN) shall be integrated into this Act of Tepoelan’s budget planning and implementation to ensure that Salanda’s budget allocations support long term sustainability and environmental protection, the Government of Salanda shall be held responsible and accountable to make sure this clause is followed.
[Clause Two] Each budget allocation sector of this Act of Tepoelan shall be required to develop specific initiatives and projects that shall contribute to Salanda’s national/domestic and international sustainability commitments, the Government of Salanda shall be held responsible and accountable to make sure this clause is followed.
~ Section Eight - Status of this Act of Tepoelan as part of the Law of Salanda ~
[Clause One] This Act of Tepoelan cannot be amended or repealed by an Executive Order of Salanda and as such can only be amended or repealed by another Act of Tepoelan or amended or repealed by an Amendment to the Constitution of Salanda also known as the Basic Foundation Laws (of Salanda).
