       ~  Place or Property Naming Act of 2025 ~


                        ~ Preamble of this Act of Tepoelan and Definition ~


An Act of Tepoelan to provide the means for the Government of Salanda to name historical places or property of the State that do not have official names as well as changing official names.


Note that this preamble/definition are legally not part of the Act of Tepoelan itself (except the title of this Act of Tepoelan the Place or Property Naming Act of 2025 is the legal name of this Act of Tepoelan under the law of Salanda) but are there to explain and summarize it, the sections as denoted as ~ Section {Number} - {Title of Section} ~ and [Clause {Number}] are there to help locate specific information about this Act of Tepoelan but do not contribute any information themselves and are included as part of this Act of Tepoelan and law of Salanda as denoters to help locate specific information.


For the purposes of this Act of Tepoelan, any sites or other property owned by Salanda I.e public property will be referred as a ‘Property owned by the State’.


          ~ Section One - Purpose of the Act ~


[Clause One] If a site of Salanda belonging to the State or any other type of property of the State doesn’t have an official name this Act of Tepoelan shall give the State powers to be expounded on by this Act of Tepoelan to give the sites belonging to the State or other property of the State official names.


        ~ Section Two - Powers of the State to rename ~


[Clause One] The Prime Minister of Salanda shall have the power under this Act of Tepoelan to issue Executive Orders of Salanda giving sites or property belonging to the State official names.


[Clause Two] The Prime Minister of Salanda through Executive Orders of Salanda may also change the official names of sites or any other type of property belonging to the State unless the official names have been delegated by [an] Act/s of Tepoelan or by Amendment/s to the Constitution of Salanda (Basic Foundation Laws of Salanda)


[Clause Three] The Executive Order of Salanda upon being made by the Prime Minister of Salanda shall require all institutions under the Government of Salanda to use the official names under the Executive Order of Salanda as well as comply companies and any other bodies in Salanda to comply with the Government of Salanda’s names for sites and other property of the State that were delegated by the Executive Order of Salanda, if the companies do not do so the State has the right to use mechanisms which the Prime Minister of Salanda can use via an Executive Order of Salanda to sanction them if they don’t do so.


[Clause Four] As such when such an Executive Order of Salanda is issued, the Government of Salanda shall make an effort to update any signage or documentation or any other means of updating its information regarding new official names or changes to sites and any other Property of the State.


[Clause Five] This Act of Tepoelan does not differentiate between physical and digital property and as such Executive Orders of Salanda can also be used not just for physical property of the State but for digital property of the State too.


            ~ Section Three - Extent of the official names ~


[Clause One] The official names given to these sites and any property of Salanda shall enclose the entire site and properties of the State but the extent can for purposes go up to protection lines of the sites and any other property of the State if they have or not protection lines, (I.e lines protecting the property for safeguarding and other purposes) shall the Prime Minister of Salanda when making Executive Orders of Salanda under this Act of Tepoelan find it reasonable in their view to do so.


              ~ Section Four  - Salanda National Archives enforcement ~ 


[Clause One] The Salanda National Archives shall also make sure that the Executive Orders of Salanda that the Prime Minister of Salanda can issue under this Act of Tepoelan are being enforced.


               ~ Section Five - Budget of this Act of Tepoelan ~


[Clause One] The Budget for this Act of Tepoelan shall be placed under the Budget of the Salanda National Archives which is included in the Annual Budget of (the Kingdom of) Salanda which is usually passed by (what is now the Chamber of Provincial Emissary of) the Tepoelan on the 22nd of June (the Independence Day of (the Kingdom of) Salanda) at 23:59 pm and the Chancellor of the Exchequer of Salanda shall decide on the dividend break in how much capital this Act of Tepoelan  gets within the Salanda National Archives’s portion of the Annual Budget of (the Kingdom of) Salanda.


                ~ Section Six - Clarifications ~


[Clause One] This Act of Tepoelan applies to sites and properties of the State with exceptions. This Act of Tepoelan is only really meant for sites and properties of the State I.e those belonging to the State, this Act of Tepoelan does not give the Prime Minister of Salanda the power to give private sites or private property official names or change their official names even if they may be significant to the State unless the State has strong reason first through an independent report that the private site or property either physical private property or digital private property is dormant and hasn’t been looked after and than a referendum by the People that will allow them to choose an official name for the private site or private property in which case all enforcement mechanisms made under this Act of Tepoelan, though for the purposes under this Act of Tepoelan it does not change the ownership of the private site or property into a State site or property, in all other cases other than this exception the State cannot force official names upon private sites or private property.


      

           ~ Section Seven - Entry of this Act of Tepoelan into Law of Salanda ~

[Clause One] This Act of Tepoelan shall become effective as a law of Salanda upon the signing of this Act of Tepoelan after being passed by the Chamber of Provincial Emissary of the Tepoelan and as such this Act of Tepoelan shall become enforceable as a law of Salanda upon the Royal Seal of Salanda being placed upon this Act of Tepoelan.


  ~ Section Eight  - Status of this Act of Tepoelan as part of the Law of Salanda ~

[Clause One] This Act of Tepoelan cannot be repealed or amended by an Executive Order of Salanda and as such can only be repealed or amended by another Act of Tepoelan or by an Amendment to the Constitution of Salanda also known as the Basic Foundation Laws (of Salanda).
