New land would be bought [under this Act of Tepoelan] from existing countries with money from the Kingdom of Salanda’s treasury in able for a better continuation of the Kingdom of Salanda’s [cheap land acquisition]. Cheap land will be bought with money from the treasury as well as a budget set by [at the time] from the Second Government of the Kingdom of Salanda [and henceforth later governments of Salanda too].
For this bill to pass [at its original introduction] it will need the support of the Second Salanda Government in the Chamber of Provincial Emissary requiring [at the time of its original introduction] three out of five seats [at the least] or more in favour.
