~ Preamble of this Act of Tepoelan and Definition ~


Ever since Salanda declared her independence, many symbols have represented the Nation from the national flag, to its Coat of Arms and so on. However no body has officially regulated the designs of Salanda’s national symbols as well as created new ones, which have been made by individuals but not under a working regulatory body. It is as such that to ensure Salanda’s national symbols are upheld properly and new symbols are designed to uphold the tradition of heraldic designs and ensure Salanda’s national symbols and other designs used by the State are properly safeguarded that we the Government of Salanda create this Act of Tepoelan to do so.


Now this Act of Tepoelan will provide for the establishment of a Salandarian Heraldry Office.


Note that this preamble/definition are legally not part of the Act of Tepoelan itself (except the title of this Act of Tepoelan the Salandarian Heraldry Office Act of 2025 is the legal name of this Act of Tepoelan under the law of Salanda) but are there to explain and summarize it, the sections as denoted as ~ Section {Number} - {Title of Section} ~ and [Clause {Number}] are there to help locate specific information about this Act of Tepoelan but do not contribute any information themselves and are included as part of this Act of Tepoelan and law of Salanda as denoters to help locate specific information.


       ~ Section One - Establishment of the Salandarian Heraldry Office ~


[Clause One] - This Act of Tepoelan shall establish the Salandarian Heraldry Office.


[Clause Two] - The Salandarian Heraldry Office shall be an independent statutory body to be of the service of the Nation and as such independent of any partisanship.


[Clause Three] - The Salandarian Heraldry Office shall not be accountable on its policies and decisions to the Government of Salanda as it is an independent statutory body. 


[Clause Four] - This Act of Tepoelan shall make the position of Head of the Salandarian Heraldry Office to be abbreviated to ‘Head of SHO’ who shall lead the body and shall have the final say and authority of the Salandarian Heraldry Office’s policies and decisions.


[Clause Five] - The Prime Minister of Salanda shall appoint the Head of the Salandarian Heraldry Office on their own unilateral decision.


[Clause Six] - The term of the Head of the Salandarian Heraldry Office shall be two years and can be renewed indefinitely for any Head of the Salandarian Heraldry Office subject to the Prime Minister of Salanda’s decision on deciding to reappoint them or not.


[Clause Seven] - The Head of the Salandarian Heraldry Office will be able to vet by themselves all other employees to the body should more people join the Salandarian Heraldry Office.


[Clause Eight] - Once appointed by the Prime Minister of Salanda, the Head of the Salandarian Heraldry Office can only be removed by the Chamber of Provincial Emissary of the Tepoelan by a two-thirds majority vote. 


~ Section Two - Core powers and responsibilities of the Salandarian Heraldry Office ~


[Clause One] - The Salandarian Heraldry Office shall have the responsibility of managing Salanda’s national symbols of which the Head of the Salandarian Heraldry Office shall have the final say on managerial matters in this regard.


[Clause Two] - The Salandarian Heraldry Office shall have the power at its pleasure to make and grant symbols such as flags, coat of arms, seals and other symbols with the Head of the Salandarian Heraldry Office making the final decision on to approve or reject designs.


[Clause Three] - The Salandarian Heraldry Office’s power also extends to arranging the aesthetics in designing invitations and other aesthetics for state events that should occur.


              ~ Section Three - Budget ~



[Clause One] The Budget for the Salandarian Heraldry Office shall be placed under the Budget of the Ministry of the Interior of Salanda’s budget which is included in the Annual Budget of (the Kingdom of) Salanda which is annually passed by the Chamber of Provincial Emissary of the Tepoelan and the Chancellor of the Exchequer of Salanda shall decide on the allocation of funds in how much capital the Salandarian Heraldry Office gets within the Ministry of the Interior of Salanda’s portion of the Annual Budget of (the Kingdom of) Salanda.


~ Section Four - Compensation if needed  ~


[Clause One] - The Tepoelan shall have the authority via an Act of Tepoelan to look into providing monetary compensation for employees if the Salandarian Heraldry Office if needed, though it is mandated that they do so once a sustainable economy plan is properly implemented. 


~ Section Five - Miscellaneous ~


[Clause One] - It is understood in this Act of Tepoelan as such that the Head of the Salandarian Heraldry Office has the unique ability to make and vet their own designs for symbols as well as approve them when granting them too.


~ Section Six - National register ~ 


[Clause One] - The Salandarian Heraldry Office shall also be given the authority to maintain an official public registry of all heraldic grants by the Salandarian Heraldry Office.


~ Section Seven - Enforcement of Salandarian Heraldic Law ~


[Clause One] - The Salandarian Heraldry Office shall also have the authority to investigate and challenge the unauthorised use of Coat of Arms or other protected symbols under its authority.


~ Section Eight - Heraldic Court of Tribunal ~


[Clause One] - The Salandarian Heraldry Office will be given the unique power to sit as the Heraldic Court of Tribunal in times of dispute over Coat of Arms and other symbols under its jurisdiction with its rulings on these disputes being legally binding under Salandarian law.


~ Section Nine - Archiving and Preservation ~


[Clause One] - The Salandarian Heraldry Office will archive and digitise all of its designs in line with Salanda’s laws on archival and preservation.


                ~ Section Ten - Advice ~


[Clause One] - The Salandarian Heraldry Office shall advise the Crown of Salanda, the Tepoelan and the Government of Salanda, and all local authorities in Salanda on heraldic protocol, state symbols and flag usage.


     ~ Section Eleven  - Entry of this Act of Tepoelan into Law of Salanda ~

[Clause One] This Act of Tepoelan shall become effective as a law of Salanda upon the signing of this Act of Tepoelan after being passed by the Chamber of Provincial Emissary of the Tepoelan and as such this Act of Tepoelan shall become enforceable as a law of Salanda upon the Royal Seal of Salanda being placed upon this Act of Tepoelan.


  ~ Section Twelve  - Status of this Act of Tepoelan as part of the Law of Salanda ~

[Clause One] This Act of Tepoelan cannot be repealed or amended by an Executive Order of Salanda and as such can only be repealed or amended by another Act of Tepoelan or by an Amendment to the Constitution of Salanda also known as the Basic Foundation Laws (of Salanda).
