 ~ Preamble/Definition and Long Title of the Salanda Animal Rights Act of 2023 (SARA) ~

This Act of Tepoelan by resolution of the Chamber of Provincial Emissary shall be defined/have its long title as: An Act of Tepoelan to make provision for enhancing the framework as well as adding additional frameworks for Animal Rights in Salanda.

~ Section One - Reaffirmation of the Constitution of Salanda (Amendment Three, Article One - Environment) ~

This Act of Tepoelan reaffirms the binding binding commitment made in the Constitution of Salanda (Basic Foundation Laws of Salanda) to establish, guard and protect the nature reserves of Salanda and to protect all of Salanda’s animals, wild and domesticated alike, this applies not only to mammals but to all the animal kingdom regarding wild and domesticated non-plant species. This Act of Tepoelan also reaffirms the binding commitment of the Constitution of Salanda (Basic Foundation Laws of Salanda) regarding the treatment of domesticated publicly or privately owned animals and the sanctions given by the State through the Justice System of Salanda [i.e, the Courts System of Salanda] for people who fail to look after their animals properly in what is mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda) Amendment Three, Article One - Environment.

   ~ Section Two - Protection of Animal Rights ~

This Act of Tepoelan as such classifies all of the species mentioned and classed in section one of this Act of Tepoelan as protected species and reinforcing the point that they all of these sources in Salanda shall be considered protected species whether they are wild or domesticated alike and as such this Act of Tepoelan bans the use of the protected animal species for uses such as: laboratory animal testing which shall be fully banned under this Act of Tepoelan and all recreational uses that subjugate the rights of animals for human pleasure such as, horse racing and animal circuses. 

The State shall make sure to protect the animals and keep them healthy and safe from any of these cruel acts and this Act of Tepoelan shall give the Salanda Species Protection Agency (SSPA) the power to arrest such offenders.

~ Section Three - Punishments for Offenders of this Act of Tepoelan ~

Should someone/persons break this Act of Tepoelan’s contents, they shall be treated as such as an Offender/Offenders of this Act of Tepoelan and shall be prosecuted by the Attorney General of Salanda on behalf of the Government of Salanda and be given punishments that shall be stated below in this section of this Act of Tepoelan and be served these punishments by the Justice System of Salanda [i.e, the Courts System of Salanda] based on the severity of their crime/crimes that shall be listed below, these are the following punishments that shall be given by the Justice System of Salanda [i.e, the Courts System of Salanda]:

• The less severe punishments shall include based on how severe the crime/crimes are, fines of which the value of the fine shall be determined by the Justice System of Salanda [i.e, the Courts System of Salanda], Community Service, they shall also be placed on a Police Force of Salanda watchlist for however long the Justice System of Salanda [i.e, the Courts System of Salanda] places them on a list and shall be restricted from owning or borrowing or being near any animals for how long as the Justice System of Salanda [i.e, the Courts System of Salanda] feels they should be restricted from owning or borrowing or being near any animals.
• The more/most severe punishments shall include forms of imprisonment including large fines and other applicable penalties which come with a complete lifetime ban from owning or borrowing or being near any animals as well as a suspension or revocation of Salandarian Citizenship of which these shall be the punishments determined by the Justice System of Salanda [i.e, the Courts System of Salanda] based on the crime/crimes that have been committed by people, multiple people and groups/businesses/organisations/corporations and any other organisations as such.

All of these two bullet points above shall now as such be the punishments that are given out by the Justice System of Salanda [i.e, the Court System of Salanda] to [the] Offender/Offenders of this Act of Tepoelan.

       ~ Section Four - Entry of this Act of Tepoelan into the Law of Salanda ~

This Act of Tepoelan shall become effective as a law of Salanda upon the signing of this Act of Tepoelan after being passed by the Chamber of Provincial Emissary of the Tepoelan and as such this Act of Tepoelan shall become enforceable as a law of Salanda upon the Royal Seal of Salanda being placed on this Act of Tepoelan.

                   ~ Section Five - Status of this Act of Tepoelan ~

This Act of Tepoelan cannot be repealed or amended by an Executive Order of Salanda and as such can only be repealed or amended by another Act of Tepoelan or by an Amendment to the Constitution of Salanda also known as the Basic Foundation Laws (of Salanda).
