       ~ Preamble and Long Title of the Act ~

An Act of Tepoelan to make provision for establishing a budget for Salanda till her next Independence Day unless extended to a full year of this budget running should the Supreme Court of  Salanda allow.

            ~ Section One - The Budget ~

Today I present to you a budget that is not only about numbers, but about vision. A vision for a strong, secure, and modern Salanda.

For too long, our resources were divided in a way that focused only on the immediate. This year, we strike a new balance. A balance between protection and progress, between stability and innovation, between today’s needs and tomorrow’s opportunities.

We have committed 45 percent of our budget to the economy — to build industries that create jobs and prosperity for our people.

We dedicate 20 percent to defense — strong enough to protect our nation and keep our borders safe, yet measured enough to allow space for growth in other areas.

We invest 10 percent in education, ensuring that every child and young adult has the foundation to succeed. Education remains the bedrock of our future.

For the first time in Salanda’s history, we allocate 15 percent to innovation and IT, through Jeekie. This is not a cost — it is an investment. It is the seed from which new technologies, companies, and opportunities will grow. It signals to the world: Salanda is ready to compete in the digital age.

We dedicate 5 percent to arts and sports, with a strong focus on football and basketball — the passions of our youth, the pride of our nation, and a way to bring unity and international recognition.

Finally, 5 percent goes to other essential purposes, including welfare and public services, to ensure that no Salandan is left behind.

Honourable Members, this budget is responsible. It secures our nation, grows our economy, and opens a path to a modern, innovative future. Some will say education should receive more, others that defense should remain higher. But I tell you this: every Salandarian will benefit from the opportunities this budget creates.

This is not just a financial plan — it is a commitment to our people. A promise that Salanda will be safe, Salanda will be strong, and Salanda will be ready for the future.


                ~ Section Two - Expiry ~ 

The budget shall expire on the 22 June 2026 at 23:59pm unless extended till a full year from this date should the Supreme Court of Salanda approve the Government’s request if the Government wishes to make an extension that is reasonable and in accordance with the Constitution of Salanda (Basic Foundation Laws of Salanda).

  ~ Section Three - Enforcement of this Act of Tepoelan ~


 Whereby it is declared that upon this Act of Tepoelan becoming law of Salanda that the Government of Salanda shall be held solely responsible and accountable for the enforcement of this Act of Tepoelan and how it is enforced according to this Act of Tepoelan’s sections.

     

  ~ Section Four  - Allocating Budgetary Money/Budgetary Capital via policy for connected purposes aforementioned in above sections of this Act of Tepoelan  ~ 


[Clause One] When allocating budgetary money/capital for connected purposes aforementioned in the above sections of this Act of Tepoelan as using this budgetary money/budgetary capital for unconnected purposes is forbidden under any circumstances under the Constitution of Salanda (Basic Foundation Laws of Salanda), the Government of Salanda when allocating the budgetary money/budgetary capital can provide written statements (this is not required for the rest of this budget unlike the remaining 8% of this budget as below in the next paragraph) which shall count as policy explaining what is being allocated to where however it shall not use [an] Executive Order/s of Salanda to allocate budgetary money/budgetary capital through via [an] Executive Order/s of Salanda as it is forbidden under any circumstances under the Constitution of Salanda (Basic Foundation Laws of Salanda).


[Clause Two] When allocating the remaining 5%  of this budget to whatever the Government of Salanda deems necessary the Government of Salanda shall be required to write written statements of policy explaining what this budgetary money/budgetary capital is going to and as such is being used for however it is forbidden under any circumstances for the Government of Salanda to use [an] Executive Order/s of Salanda to allocate budgetary money/budgetary capital through [an] Executive Order/s of Salanda as it is forbidden under any circumstances under the Constitution of Salanda (Basic Foundation Laws of Salanda).


[Clause Three] Any errors in this section and in this Act of Tepoelan if found shall be corrected by the Government of Salanda through [a] written statement/s of policy but the Government of Salanda may not under any circumstances use [an] Executive Order/s of Salanda as it is forbidden under any circumstances under the Constitution of Salanda (Basic Foundation Laws of Salanda) to use [an] Executive Order/s of Salanda under any circumstances for the means finance regarding the budgetary purposes mandated by the Constitution of Salanda (Basic Foundation Laws of Salanda).


[Clause Four] All references to the Constitution of Salanda (Basic Foundation Laws of Salanda) through via this Act of Tepoelan are legally binding under Salandarian law and apply as such unto this Act of Tepoelan, the references in this section made to the Constitution of Salanda (Basic Foundation Laws of Salanda) are to, Amendment Sixteen of the Constitution of Salanda (Basic Foundation Laws of Salanda) - Article One - Limits of Executive Orders of Salanda on finance.



     ~ Section Five - Observation and Evaluation ~


[Clause One] The Treasury of Salanda under the authority of the Chancellor of the Exchequer of Salanda shall observe and evaluate the impact and effectiveness of the budget allocations across all of the different sectors.


[Clause Two] The Treasury of Salanda under the authority of the Chancellor of the Exchequer of Salanda shall be required under this Act of Tepoelan to make annual reviews of each sector’s performance with adjustments made as such to future budgets of Salanda based on these evaluations to ensure constant enchantment of each budget and to ensure that they are in line with the priorities of Salanda.


            ~ Section Six - Sustainability ~


[Clause One] In line with the Constitution of Salanda (Basic Foundation Laws of Salanda), Amendment Two, Article Twenty - The Kingdom of Salanda’s Executive Order on the Environment, sustainable development goals as set out by the United Nations (UN) shall be integrated into this Act of Tepoelan’s budget planning and implementation to ensure that Salanda’s budget allocations support long term sustainability and environmental protection, the Government of Salanda shall be held responsible and accountable to make sure this clause is followed.


[Clause Two] Each budget allocation sector of this Act of Tepoelan shall be required to develop specific initiatives and projects that shall contribute to Salanda’s national/domestic and international sustainability commitments, the Government of Salanda shall be held responsible and accountable to make sure this clause is followed.


     ~ Section Seven - Entry of this Act of Tepoelan into Law of Salanda ~

This Act of Tepoelan shall become effective as a law of Salanda upon the signing of this Act of Tepoelan after being passed through voting and certification of the Speaker by the Chamber of Provincial Emissary of the Tepoelan and as such this Act of Tepoelan shall become enforceable as a law of Salanda upon the Royal Seal of Salanda being placed upon this Act of Tepoelan.



 ~ Section Eight  - Status of this Act of Tepoelan as part of the Law of Salanda ~


This Act of Tepoelan cannot be amended or repealed by an Executive Order of Salanda and as such can only be amended or repealed by another Act of Tepoelan or amended or repealed by an Amendment to the Constitution of Salanda also known as the Basic Foundation Laws (of Salanda).
