These times which are being sown upon us by work of the nation are times of unity within the nation that of which at this time four provinces branch out from. Each of us yearns to work for the betterment of the nation to implement its values which have been bound around our hearts and have been beneficial to us, we come to the day, this day where we are on the epitome of our unity at this moment though future epitomes shall be even higher than this, we come together as one to put all our work for a moment that has been vied for so long.

Whereby it is declared that by the appreciated unity of the Tepoelan that Fenzoulu which shall also be known as the Province of Fenzoulu shall become the Fifth Province of (the Kingdom of) Salanda through the royal accession of lands of (the Kingdom of) Salanda to provinces should the charter come into force by the appreciated unity of the Tepoelan. As a province Fenzoulu shall receive the same status and benefits of all other provinces and shall operate like all other provinces under the Constitution of Salanda which are also known as the Basic Foundation Laws.

The land appropriated to Fenzoulu shall be the rectangular piece of land which looks like a near diamond shape which is located to the upper right of Hearting Province, the recently named King David Rock and some over rocks shall also become part of Fenzoulu. Any other land can be appropriated to Fenzoulu by Acts passed in the Tepoelan accordingly. The provincial day of Fenzoulu is to be the Twenty-Seventh of October the day which Fenzoulu is established on which is the Twenty-Seventh of October, Twenty-Twenty-Two. The capital of Fenzoulu can be appropriated on Fenzoulu by Acts passed by the Tepoelan accordingly.
